The problem is that although government and insurance money is available to fix these houses, the whole thing is stuck in legal wrangling over who should actually pay for what. As Tina pointed out (although fortunately not on our tour bus full of Americans) the USA is an insanely litigious society where people sue each other over just about everything. You reap what you sow - when serious stuff happens it's hardly surprising that everyone goes running to their lawyers and the whole system bogs down in protracted legal procedures.
